Any skill has a certain number that is in green that number depending on what it is goes up or down. In the case of conjure phantism the second number is green and goes up as more points go in.

Some skills progress linearly to a point then receive diminishing returns when their linked attribute is raised to a certain, and then may even go back to a linear progression.

I've found one of the best ways to investigate this is to create PvP only characters based on your RP characters classes and raise and lower the attributes during creation and pay attention to the skill popup descriptions on the skill bar.

This is a good question because I recently bought a Major Rune of Blood Magic to replace my Minor Rune of BM (yes that is Blood Magic and not the other BM!) and I swore I noticed that my Blood Magic spells did not go up to any relly worthwhile degree. I am thinking about switching it out for a Minor Rune again and upping my Death Magic with a Major. Does anyone know when Blood Magic becomes not worthwhile to add skill to anymore. I think mine is modded to 12 or 13 with the Major Rune.
