Well i just took it with my lvl 12 ranger : maybe first trap avaible !
Here is the boss : just outside Lion Arch there shall be a ranger boss on the way to swamp, south of girl that give bandit problems quest... I'm not very precise but the boss is easy to find... just don't attack, stay far, target him then SoC. (then use it in pvp in the Yak Bend arena... nice surprise effect)

I decided to look around outside lions, and there is a bog skale boss name Cella The Hooded who has it.

in pvp, use this as a "melee" skill, and make a large group of opponents bleed.

dont use this to make people beed. make it to cripple them, crippling is way more anoying.

i found it also outside of beetletun. if u go straight down teh path there is sometimes a boss called the tree of solitude right after the first group of mergoyles. u can cap it from him.

Why so much talk about Sig of Capping it in Kryta, when its a quest reward in the Very.next.part of the world.
I'd only waste a sig of cap if I really really needed it and couldnt get it til like Southern Shiverpeaks or later.

Anyways - Not many people are discussing it - because Traps are somewhat limited. You have no choice. You bring what you got (theres only 3 nonelite offensive traps).
