Kitting up weapons?

How do I kit up weapons sets so that I can use them by pressing F1, F2, F3 etc?

click the "weapon kit" button (this just opens the window)

then equip the weapons you want and while equiped click the specific f# box on the window... I think

Below your weapon in your inventory screen is a little button that says "weapon sets" click it and put a check mark in wichever ones you want active. After that, just hit f1, f2. f3, or f4.

When you are on a different weapon set, those weapons not in use will be placed in your inventory. They have a little crosshair on their picture to signify they are on a set.

I have checked the F1, F2 etc boxes, but I cannot work out how to actually relate these buttons to a weapon set. How would I connect say; an axe and a shield to F2?
The only one that has a weapon set is F1 and I have no idea how this came about!
