I want to make a PvP only character, but when I create a custom character all of the skills are locked. How do I unlike these skills?

anything your rp character unlocks in the game is available to any pvp character you make

In short, you don't unlock them within the PVP character. The only skills available to you are the ones you have unlocked during PVE play. The same is true for any of the other unlocks in the game...ie: runes, weapons, etc.
