Where do you get a signet of capture?

I'm at gates or kryta rite now and i would like to have a signet to get hundred blades from a charr boss, anyone know where to get/find one?

You can get two from a quest given by Magi Malaquire in Lion's Arch - that will be your first opportunity to get them.
