This needs to stop.

So what? Even if he levels to 20 in the arena, he'll still have to slog through all the missions if he wants to get anywhere. And he'll be dirt poor.

If low levels in your arena group bother you, leave it.

This is unfair to others. I feel sorry for the people actually properly playing the game and doing quests to level up.

You missed my point... It's not unfair to anyone because the people who level up the proper way are the ones who have access to tombs, team arenas, high level armor, the end missions, temple of ages, etc. He will have none of this, and if he wants any of it he'll have to play the same missions they did. So he's pretty much wasting his time.

And it will be a lot of time wasted, considering how negligible arena EXP is, and given the fact that most of his teams will probably lose because of him.

Wandering my own road.

Thought it'd be something more like this:

If you notice on the radar, I'm targeting somebody nearby that isn't there.

A Wa/Mo that drew the battle out for a while using healing enchantments from underground, where we couldn't hit him using melee attacks. (Luckily, I bring a staff in my second slot for ranged hits and bonus energy when playing a warrior.) It took far longer than it should have, and he was just standing there healing away the damage happily. Most of our party ended up cursing him out, and some of his party as well said something negative about him.
While berating other players isn't really my thing, needless to say, I was annoyed. We probably should have just moved away out of range of any spells and had a tea party or something >.<

But anyway, point in case, an unintended bug occurred, and he abused it to grief other players. Immune to melee attacks, we were forced to stick with ranged, and it was very difficult to outdamage his healing prayers. He could just slap on Healing Hands and let mending recover him even if we stopped hitting him. While requests for him to stop healing were hardly polite, more orders than requests, they weren't obscene until he continued to do this for a while, so the griefing was rather uncalled for. At least we managed to win in the end.

Edit: More on the original topic, as with the lvl 10 and unders who have max armor in the ascalon arena, while it may be frustrating for the general populace, the arenas are just for pointless fun anyway.
It's why I don't get worked up enough to toss insults around, except on my own team after they try lay the blame on fellow team members for a loss, in which case I'm willing to point out their flaws to make them shut up. It's a team effort, and if they wany more focus fire, they can call targets. If they want healing, they should stay in range of the monk, and not charge the entire enemy team at once.
It is mildly annoying that people go into arenas higher level than them, and it's a burden on the rest of the team. Especially so if there's another arena where the max level is closer to their own.
If you're less than 20, you probably don't have the best armor available, you won't have as many attribute points, and your spells/wands/staves will be less effective. Less damage output, more damage taken, and less maximum health, you're generally a handicap to your team, even if only a minor one. But if you've got it in your head to go anyway, of course you're not alone in the thought. I've seen an entire team of lvl 14-17's, 17 being the single highest, 2 lvl 16's, and a 14 in the arena.
However, a handicap is only a handicap, and some people can perform better handicapped than others using the best things available, so it's not a major issue, and as said, the arenas don't really have a purpose.

I'd ask the lvl 4 if he'd mind sticking to more appropriate arenas for his level were I there, and that's about all anyone can do.

Making too many assumptions is bad as well, though. Guild Wars is hyped as being a major focus on skill rather than grind, and perhaps he wishes to try a couple of battles as a lvl 4 in lvl 20 armor with max damage weapons that have no requirements. Might sound farfetched, but you never know until you ask.

So... what? He just stands there and lets people drag him through the game without actually doing anything? Don't be angry with him, feel sorry for him...
