Guild Halls - International?

I'm a little confused about something, and I can't seem to find any information anywhere (although if there is any, please point me towards it).

Basically, I was wondering if the Guild Halls were international. The Guild that I'm part of has a Guild Hall but I never see anyone there, although that may just be because everyone is out playing. Can someone shed a little light on the situation?

As a guild leader and hall owner I can honestly say I spend the most time in the hall out of my guild..... which isn't much. I drop in to meet people, leave my character when I am AFK for a while and wanna keep the game running, maybe a little GvG once a week or so.... so its rare to see someone else in the hall with you.
And yes, guild halls can be accessed from any country in the world. I believe they are set on international district.
