Wand Stat Stacking w/foci question

I am going to get an Air Wand (11-22; skill recharge +20%, improved casting speed +20%) will that stack with a storm artifact with the same stats (energy +12, skill recharge +20%, improved casting speed +20%)?? If it doesn;t stack, is there any benefit to this combination at all?

I have a fire staff and flame artifact both with +20% fast recharge and from a purely subjective viewpoint my skills seems to fast recharge more often with both than with just one ...

Does having a Wand + Artifact with both same ability stack or not, ei : 20% skill recharge or 20% casting speed.
So :
a) They add up to 40% total.
b) The second 1 takes the rest of the probability to make 20% + 16% = 36%.
c) Does not stack at all and it stay at 20%.

I have answered this question before, but I cant bloody find it.
First, I cant say for sure if it works. My theory is that it will 'stack' but not the way you would normally think.
You would not have a 40% chance with two 20% items, rather, you would have two 20% chances. So, if you cast a spell, you have a 20% chance on the first item, and a 20% chance on the second. This is close to 40%, but not quite. (If you dont understand this, think of having five 20% items, would you have a 100% chance if they were checked seperately? No.)
Now, what I do not think stacks is if both items are 'rolled' on the same spell. In other words, if you cast a spell, and it checks the first item for the 20% chance and gets it, then it checks the second item for the 20% chance and gets it as well, the effect will not be doubled.

Your question was how do you use focus items I believe. Focus items are simply off hand items, you equip them in the slot below the weapon slot and automaticaly gain any bonuses they give.

Then you can't have an offhand item ...

If you have a 2-h weapon equipped, you can still equip an off-hand focus... you just don't gain it's benefits. It does give you one more free spot in your inventory, if you're that desparate for space.
