Having trouble finding a Elem skill

I have looked everywhere, and searched on lots of GW forums, but I can not find the skill Fireball.
I asked someone and all they told me was Ruins of Ascalon.

Can anyone else be a little more specific?

Wow... Thats weird... I went to look this up for you and it wouldn't tell me where fireball was.

Well if you go to the skill listing and choose fireball it will tell you that you can find it at yaks bend by captian osric.
