I can't remember the NPC, but I'm 100% sure its in the Ascalon region. Check out Grazden the Protector in Old Ascalon by Sardec Sanitarium. He might have the quest for it. If that's not the correct NPC or if you cannot find him, you can always buy it at Yak's Bend.

yes it is in the area Old Ascalon, I have a warrior/monk who has the mending skill and I haven't left Old Ascalon yet. It can also be you get it from the ambassador, not sure though wich one gave it.

I'm pretty sure Helios is correct. I think it is the second quest that Grazden gives you though.

Both, in fact, give you Mending, I believe; so there are no wrong answers here!
Just finished Grazden's quest with my E/Mo, which had Mending as a reward, although I had already earned that particular skill from a previous quest - I think it was the one from the Ambassador.
