Here's my first try for my pvp n pve W/N build. Please offer any suggestions and opinions you may have. thax

1) Insidious Parasite - Hex Spell
For 8-18 seconds, whenever target foe hits with an attack, you steal 5-17 Health from that foe. (15,2,20)
2) Faintheartedness - Hex Spell
For the next 5-29 seconds, target foe's attack speed is reduced and that foe suffers health degeneration of 1-3. (10,1,5)
3) Rend Enchantments - Spell
Target foe loses 2-8 Enchantments. For each Monk Enchantment removed, you take 40 damage. (10,3,30)
4) Plague Touch - Skill
Transfer a negative condition from yourself to target touched foe. (5,3/4,) .

5) Sever Artery - Sword Attack
If this attack hits, the opponent will begin bleeding for 5-21 seconds, losing health over time. (4a,0)
6) Gash - Sword Attack
If this attack hits a bleeding foe, you strike for 5-9 more damage and that foe suffers a deep wound, lowering that foe's maximum health by 20% for 5-17 seconds. (7a,0)
7) Final Thrust - Sword Attack
Lose all adrenaline. If Final Thrust hits, you deal 1-32 more damage. This damage is doubled if your target was below 50% health.(10a,0)

8) Defy Pain {Elite} - Skill
For 8 seconds, you have an additional 90-258 health and an additional 20 AL. (7a,0).

I'm a w/mo, so i cant comment on the necro skill setup, but i do see a problem with your warrior build. In pvp, you have no way of slowing down an enemy or chasing them down. I never go into a battle without a cripple skill like hamstring or a speed skill like sprint, rush, or battle rage. Most monks i attack usually start running around, so i need something to counter that.

If you go war/nec, just go with 6 warrior skills and bring strip and rend. I love that combo.
As for your build, I think you should drop your two anti-warrior for damage skills. Or sprint and hamstring.
