They are not included in any packages. Of course you can always buy it in addition to a package.

What are runes? Where can I find them?

Runes are things that you can put into your armor for certain mods. The mods are usually +1 2 or 3 to an attribute.

If they have +2 they also have -50 life, +3 has -75.

You can find them off of blue purple and yellow salvage able items by IDing them then using a salvage kit (you should use expert).
