The main point of thisbuild is just to be a skilled swordsman, using skills that boost recharge rate. and for Quickening Zephyr its COST increase will be dealed by high Expertise. Then using Whirling defense as a defense stance especialy against arrows, then use Sever artery(bleed) on enemy then use Gash (bleed--->DeepWound). And use Galrath slash whenever it's recharged

Sadly, this build can't be run. All your sword skills (the build's lifeblood) are recharged by adrenaline, not fixed recharge times. Most skills have recharge times (say, 10 seconds before the skill can be re-used), and your Serpent's Quickness would cut into that, but it doesn't affect the amount of adrenaline Galrath Slash and the like need. To get adrenaline, you need to connect blows and (I think, could be wrong here) take damage. So for Gash, which has a cost of seven adrenaline, you'd have to connect seven sword swings before it can be reused.
My advice is to either go with Energy-based sword skills, like Pure Strike, or keep the adrenaline-based skills and ditch Serpent's Quickness/Quickening Zephyr. But in doing that, you're rendering Expertise pretty much useless, so you may as well go for a Warrior primary. Also worth looking into is using Energy-based skills but using Flourish to restore them, although that build is rendered entirely useless should they be the target of energy drains. I won't talk too much about that, though, as it's my current (and favourite) build yet... haha.
Also of note, you won't really have a decent shield with no Tactics, and you will need defense. You're pretty much limited to a +4/5 energy focus, too, so that's out of the question. You'll need some tactics to make use of your offhand, just enough to use a good shield. Sadly, that's the kind of thing you can't prepare for, just try your luck and see what low-requirement shields you can find.

how bout this ditch 3 skills: Quickening zephyr, seprent quickness, and spike trap and replace it with Flourish, barbed trap and???

If you would add a few bow skills then you'd improve your original build. I played R/W and noticed that after a few bow hits my adrenaline would be charged and ready by the time the MOB (PvE we're talking) got to me. So adding a marksman skill or two you'd get the charge on your adrenaline skills. With serpent's quickness you'd build it up quicker and maybe that is a way to get your build to work.
