To answer your question in a confusing, albiet no less correct manner, "Yes and no." Every community - to which this one is no exception - is useful as a gauge of player sentiments. The trick comes in realizing that all forums have their own unique character, and some may cater more heavily towards one audience than another - one must then consider all of them, and find the relevant truths between them.
Having said that, it is fair to say that these forums are read - certainly a good deal more than I expect most people believe. But it is important to remember that the Designers have their own... well, designs for the game. Try as I might, I can't seem to imagine them in the office, having a pillow fight and a slumber party that leads into a game of truth or dare... 'Truth,' says the first. "How do we fix this situation?" asks the second. To which the first replies "Heck if I know." And then they promptly go back to hitting each other with pillows and giggling.
Rather, I think that just as players help them to identify the problems, they also help them to identify the solutions. When a lot of people visibly support an idea - then that becomes a more attractive candidate among a list of possibilities. In that way, players have certainly shaped this game - and no doubt will continue to do so.
