Somebody know if the primary attribute of the Mesmer - Fast Casting works only on the mesmer spells or all of the spells on the game include, Elementalist, Necromancer and monk.

Yeah, fast casting affects all spells. It is really useful. Some of my mesmer spells dont require casting time anymore. So it's good to have a high fast casting if you mainly use spells.
