Whats more important for a warrior/monk?

I plan to use him for pvp, but some pve (farming) as well. However, which is beneficial to a warrior, strength or tactics?

To put it really simple, Strength is in more cases used for offense, where tactics is mostly defense. Plus tactics is needed to get the most armor from your shield. It's of course far more complicated than that but you get the idea. If you want to do damage, use strength. If you want to live longer, use tactics. Or best of all, find a good mix of the two

Doesn't axe mastery/swordsmanship determine the amount of damage though?

Strength adds armor penetration, which translates into more damage, especially against fellow warriors.

I am a strength man myself for PvP--if you have good healers/protectors, go for total damage
PvE--take a couple points out of strength and get tactics up for a stance, or shout
PvE--take a couple points out of strength and get tactics up for a stance, or shout

you should have either axe mastery if you want to farm with your warrior (since its basically the only weapon with aoes) or smiting with monk.

Well it doesnt really matter, there are good skills in tactics and strength. If you dont like one you can always switch.
As for the poster that said something about tactics and shields, there are also strength based shields, so thats really not an issue.
