How many skill points does Sig of Cap use?

I did a search and didn't find anything conclusive. I was told that SoG uses a skill point. That makes sense since you're gaining a skill, but I was also told that it costs a skill point to get SoG in the first place... so does it effectively cost 2 skill points to learn an Elite skill?

no, only one, you spend the skill point when you buy the SoC, after that it is in your skills list, and when you use it it turns into the skill and the SoC is gone.
