Shield with Low Req Follow the Weapons Principle?

If I have 8 points on my Tactics attribute, will having a Shield of 12 Armor and 8 tactics requirement be the same as a shield with 12 armor and a 4 tactics requirement? Does the same principle apply with weapons where the low requirements are better?
