Collector that gives max dmg axe +15% dmg in stance?

I heard that a collector existed that gives a max damage axe with +15% damage while in a stance. If this is true, where is he, and what does he collect?

I know there is a collector in Lornar's Pass in Shiverpeaks that gives an axe. I cant tell you if that is the one or not, since I didnt really pay attention to it at the time though. I believe he collected frozen shells. or soemthing like that anyway.
