Okay well I really haven't thought this out TOO well, I have ideas but none of them are really feasible.
The main problem with rule breaking in the trade forum is the new members. They don't read the rules until they get one of their threads closed. At the rate we gain new members (a lot of which are probably joining to use the trade forum at some time) it's insane. I don't usually see people above "Prominent Citizen" breaking the 24 hour rule hardcore. That's because they've seen threads closed and have read the rules already, like it or not they try to follow it.
This is more of a suggestion for suggestions.
Any ideas to make them read it more? I didn't read the stickies either and haven't read most of the stickies in other sections.

If there were a way to make people read and obey rules, we wouldn't have 95% of the problems that plague the internet.

Nope, even more moderators won't help. The rules are being pretty well enforced, it's impossible however to enforce them against people who aren't members yet.
