Mesmer - Ultimate Lockdown

If the Mesmer Domination skill Blackout is coupled with either Mantra of Recovery {E} or Mantra of Persistence, is it then possible to prevent target foe from ever using another skill again?

1) Mantra of Persistence only helps your illusion skills. You've already noticed that Blackout is Domination.
2) Sure, your spells recharge faster. But the fact that you've Blackout yourself too made it pointless to keep casting and casting over again.

Blackout is an OK skill...but do you really think screwing over yourself constantly too is a good idea??

I'd rather go with a Arcane Conundrum + Power Block combo.
