Does it ONLY effect Spells or does it also effect Hex's, Enchantments, etc...

Sorry for the "stupid" question but I have only heard of the game from my friend - never played it

Hex's and enchantments are spells, just specific ones that do bad things over time (hex) or buff allies (enchantment). So yes, their initial casting time gets modified by fast casting.
