You mean 19-35 right? The hammer isn't that valuable because not many people want a +%damage when health is below 50%, not to mention that its not even close to the max 20% you can get for that.

Vampiric goes up to 5/1 on hammers, and those are what people are looking for. Armor +4 is a very common modifier, so its not worth that much.
