When i went into witmans on a quest looking for Energy Drain i came across him.. but i think its a random spawn. (Profession based- could be a warrior, monk, ele, etc..)
Former Ruling
This was my first elite. Anyway - I dont find it troubly useful. Blind lasts notime and you have to constantly re-apply it whcih would be hard for a r/e.

Actually, it would be very easy for a Ranger/Ele. All they need is the shocking bow string upgrade and they do electric dmg with every attack. I use a combo like this in PvP: Mark Of Rodgort+a sword with a fiery sword hilt. As long as I strike my enemy with my sword like normal and i keep my enemy on fire for a while, which would be the same with a Ranger/Ele (except with blind and a bow not sword) with the combo: Glimmering Mark+bow with shocking bow string to keep the enemy blind for a while, which i would find useful on an attacking warrior.
