Very cool enchantment -- you cast it on yourself, and then if you cast another spell within the 10-26 seconds it is active, Arcane Echo's icon in your skill bar is replaced with the spell you just cast, meaning that you can cast it again as soon as you have enough energy. Arcane Echo will end prematurely if you use a skill that isn't a spell though, so just cast it, and then cast the spell you want to echo.
One way I like to use it is in combination with Arcane Thievery. First I cast Arcane Echo on myself, then Arcane thievery on a target (which steals one random spell from my target, shutting it down as well). Meanwhile, Archane Echo has now become Arcane Thievery, and I am free to either shut down and steal another one of my target's skills, or switch to a new target and screw with them...
Very fun stuff, and you sometimes end up with some really weird combinations of skills this way.

You cast Arcane Echo, and an Enchant Icon Appears for it. Then when you cast your next spell the Arcane Echo Icon on your skill bar is replaced with that spell. Then you can cast the spell again from there, but after you cast the spell you have a 30 second cooldown in the arcane echo spot.
So no its not spammable, but it can be deadly with certain skills.

I like using Arcane Echo with Chaos Storm. Really f's up lots of hordes really quickly. Losing 20 and above each second.
