Arena At Ember Light Camp

I was looking on a world map and it said that there is an arena right by the Ember Light Camp. I looked at a strategy guide and the guide said that there was a guard in the Ember Light Camp. I searched and searched for him so i could access the arena but i have had no luck, can anyone tell me how you are supposed to gain access to this arena? any help would be appreciated.
