Irons Mine of Moladune mission - take the right path - not towards the seer - a jade armor boss has it. You will see him wielding a Mursaat hammer.

according to the new elite skills map its only in the ring of fire region, but i definitely know the jade armors (including boss) use this skill often

Any Jade Armor boss has this elite. So Iron mines of moladune, thunderhead keey, ring of fire, and abbadon's mouth. Since jade bosses spawn randomly.
Best bet is probably Abbodan's mouth since there is 2 mursaat bosses right near the begining. Also, since you are most likely a warrior after this skill. Set up for running with a little offence and go to ring of fire. Run to the first cutscene. On your way you should have passed 1 mursaat boss imediatly before the cutscene. Turn around and see if that boss is a warrior.
