I have found this one 3 times in the same area, right near your first Ether Seal in Perdition Rock on the Fire Islands. I usually see him behind it, but once to the right of it! go to:http://www.xennon.co.uk/eliteskills/ to get a list of Elite skills, and wehre and who to get them from, and a map! GL

Probably in 3rd grade and he doesn't know how to fix it.

Or I guess with the way schools are going in this generation, probably has a HS diploma and doesnt know how to fix it.

Apparantly it doesnt trigger kd if they strafe, which is what may have happened.

It says fleeing which I belive means the targets back must be to you which make this skill pretty shitty. Due to the fact the good people strafe/kite.
