In Lion's Arch you can doa quest form Malachi the Magi (unsure on name) to get a SoC and you can buy them from him in the future. Other than that the first place they are available in is Quarrel Falls.

Skill description has changed, Signets now target dead bosses and present a menu of what to capture.

they also added a few more towns in which you can buy it in all post ascesnion skill trainers have it now as well as the trainers in Bettletun and Fisherman's Haven

You can buy more than one & they are expendable. (If you dont choose a skill from the meny you get to keep the SoC).

Is there a place where I can find all the skills (elite or non) that can only be captured by monsters? I'm trying to unlock all the skills, and this is a hinderance.

Do the orrian tome quest that the sage gives you in the 'center' of kaineng city. Once you finish that quest he gives you a single signet of capture to use on a boss. After completing that he gives you a reward in EXP and another signet of capture. they made it similiar to the tyrian one, I love free skills.

I found it works wonders in guild battles. Capturing a second skill from a dead boss might just give you the edge[/sarcasm]
