Where and how are they dropped? Like I know they're a drop for a creature, but I don't know where..
Like what level are they etc..

They aren't any particular level, no weapons are. But they can be anywhere from mediocre to max damage. They drop anywhere in the desert, southern shiverpeaks, or fire island areas.

Like are there any specific monsters that drop 'em?

Doesn't seem to be. Perhaps some mobs drop them more often then others, but there have been reports of them dropping off of just about every mob I've ever heard of.
