It's unclear how attribute requirements work.
If I have a sword...
Slashing dmg: 10-13 (req. 6 Swordsmanship)
what happens if I have only 5 Swordsmanship? Is damage reduced by one?
what happens if I have only 3 Swordsmanship? Is damage reduced by three?
OR
Swordsmanship 6 and above is 10-13
Swordsmanship below 6 is ????? what?

I don't know the mathematical specifics, but it definately isnt reduced by 1 for having one less than the required attribute to wield the item.
Its easy to test. Equip the sword with the minimum attribute requirement and hit something that spawns right outside a town. Survey the damage. Be sure to use a basic attack and not a skill which is also modified by attributes.
Then in town lower the attribute to one less than required for the item and repeat the process on the same creature to obtain a valid result.
Also try the forum search function. It works pretty well.

I do 20 dmg to jungle trolls with holy rod (using 9 divine when i have 9), and 2 dmg with smite rod (using 9 smiting but i have none).

It's my understanding that if you don't meet the requirements for something, it acts as if it is the worst possible item of that kind.
i.e. If you have a wand that does 10-18 Fire damage, requires Fire:7, and you have Fire:6, it will act like the Starter Wand, which is I think 2-3 damage.

From what I've experienced it's not as bad as a starter wand. I believe it does some where around half of the expected damage. On focus items you get all the added benefits that the item has except for whatever the (req 6 Fire) follows. This is just from my experience, I haven't done any indepth examinations on this.

I recall reading somewhere that for each level below the requirement, you lose a percentage of the total damage value. With completely made up figures, here would be an example.
using Long Sword with (4 Sword Req)
With your skill level set to:
-- lvl 1 sword = 25% of damage
-- lvl 2 sword = 50% of damage
-- lvl 3 sword = 75% of damage
-- lvl 4 sword = 100% of damage
Which would mean that having a skill level less than the required would still output damage, but not at 100% effectiveness.
Again, just mentioning something I read before. No testing done.
