Before any commenting can be done you need to elaborate on one important thing. Your distribution of points and what runes you used in addition to it.
I did some quick calculations and even with dropping 5 various attribute points...you were still at 203 total. (200 is the MAX)
Not enough information to assess anything yet ok.
Also... if you used a rune from your secondary....rethink...because it isn't allowed. Only your primary profession will be considered for what runes are available to you.

8.Tiger’s Fury. I'm assuming your PvP because you are using Scourge Healing and considering this, I would get rid of Barrage. While its great in PvE, the only time I would use it in PvP is if I am also bringing along Mark of Pain. You don't need to do everything with this build. Concentrate on damage or anti caster, not both. And you can leave rezing to your warriors or mesmers.

Personally I think rezing is good for a R/Mo because of their higher armor against the elements. Casters will most likely get to you first before a warrior will while you are rezing someone, so it helps to have Ranger armor.
And I agree about barrage. Great for PvE, waste of an elite for PvP (usually).
7 pts for Tiger's Fury is a waste. Your points would be better spent focused on three attributes. You're very heavy offense. You may want atleast one stance to help defensively if needed, especially since /Mo means you will be one of the earlier targets.
