Strength and elemental damage weapons

Hi. I was thinking about adding a elemental damage upgrade to my weapon, and it got me thinking: would strength continue to be in effect? How is damage calculated like that? If strength doesn't effect weapons with an elemental attribute, could I drop strength and spend those attribute points into something else without effecting my elemental weapon's damage output? I appreciate any help or insight to my questions.

The strength bonus is only applied when you use skills. So it wouldn't matter what type of weapon you used really.
