Eh depends what you want to do and what your group looks like. I'd say with Elem prime, you'll probably do your damage mainly via your elem class spells, so your mesmer spell range will primarily by either for offensive [hexing/interupting] or defensive [energy "stealing"/armor/healing]. So there isnt really a "Best" one, if you got a good monk+ it's probably best going the offense route to augment your damage, if you are semi forced to take care of yourself, defense might be a good route.

But in the end, if i'm in a group with good warriors and good healing types, guess what happens to me most? Out of energy :P Now since the energy drains AND self-healing AND armor/protection spells are nicely in the same group [inspiration] , you can guess what will be my favorite. Again depends on who i am fighting. PvP with scattered enemies, i will probably reconsider and looking into interupts/hexing [domination] .

For PvE, I'm a fan of inspiration for El/Me. Both the ability to interrupt dangerous spells, and for the energy management needed to keep nuking.

My vote goes to illusion, being able to steal mana is an asset with your elem primary as far as I see it, using skills such as leech signet and power spike can help ya here
