weapons that say armour +5

Just wondering if I get a weapon that says +5 armour, does it affect my whole character or just a certain place, say the gloves? Also, If I'm in elementalist and I have my weapon +5 armour and my offhand +5 armour will I then be full 70AL armour?

in answer to your first question.. overall armor bonus.... and to your second... your +X armor stacks as long as it's not rune oriented
