Mesmer skills and the quest

Okay, according to the Prima’s e-guide, the mesmer skills Wastrel’s Worry, and Mind Wrack can be obtain in a quest or buy purchasing it. I’m trying to find two particular quests, one is The Ascalon Settlement, and the other is The Price of Steel. The Price of Steel is suppose to give I think both Wastrel’s Worry and Mind Wrack. Therefore, my question is, does anyone know where these two quests are, and who I need to talk to, to get them???

The Ascalon Settlement is actually a village (Not an outpost, you can't teleport to it from the map) north of Lions Arch. There's a skill trainer there and i'll assume the skills have to be bought from him. I have never heard of the "The Price of Steel" or heard of it. I don't have the prima guide so im not entitled to say whether it really exists or not. Unfortunately with the sources I had I still couldn't find it. Never mind now the quest had not been added yet, but as of the new patch release today, those two quests have been added!!! hehehe

mind wrack can be found in temple of ages, price of steel give arcan thievery, the ascalon settlement give wasteral's worry

Agghhhh.

Just picked up Mind wrack from a Boss monster, after checking it was not a quest reward.

Anyone else think you should get a skill point as a reward if you get a skill from a quest that you already picked up from a boss or a trainer ?
