skill update: hex breaker

er skill updates hum they were sneaky and updated a few skills without saying must have been 2 weeks ago or more i dunno.

this is one i noticed. may not be the only one but i couldn't remmber the other at the time of posting this...

hex breaker is now 5 energy 5 recast

must have been a while back because i dont believe they are going to make a habit of balancing the game incrementaly it ruins the fun of build making but thats another long discussion .

oh is this the proper place to do it i didnt want to drop this in the info for the skill where it may slip by unoticed.

I'd also like to know if there is a proper place to submit skill updates. Bug Reports, perhaps? Or is that for site issues only?

An example of one that's been different for ages is Remove Hex, which has a 7 second recharge.

you could just post the fix in the comments for that skill
but yes bug reports here in the site suggestions forum would be the right place
