where can i buy it and how much is it?

You'll need a Celstial Sigil, which is available as a drop in the HoH, for a large sum of gold from others who wave earned them in the HoH, or from a Sigil trader. The price from the trader varies by demand, usually between 50,000, and 100,000.

You can then get a guild hall from the peddler at Lion's Arch, up near where the guilds are resgitered.
