I have rune of minor vigor applied to three of my armor pieces, but my max health only increase as I only applied one. Is it supposed to be like that or is a bug?

Only one rune of each type applies, and the "better" rune cancels the others: so if you have 1 minor vigor and 1 major vigor, only the major would work. 3 minors and only 1 works.
