Arcane echo isn't linked to illusion. It's an unlinked atribute that says something along the lines of "if you use a spell in the next 20 seconds arcane echo is replaced by that spell for 20 seconds"

are you thinking of Arcane Mimcry?
Arcane Echo (and the elite version of it Echo) are Illusion line skills.
If you like Arcane Echo you may like Echo instead or along with, depending if your Elite slot is claimed yet or not.

Is it possible to get this skill after changing secondary with a quest? In fact does anyone know of lists where I can find quest skills that are available for those who have changed secondary.

The first half of the table shows all of the class-specific quests that you can go back and do when you change 2ndary professions. The 2nd half of the table shows all of the non-class specific quests that you only get to do once so if you already did them then you will have to buy the skills for your new secondary.
To answer your specific, if you have done the beetletun quest before switching your secondary to Mesmer then you will not be able to get this skill via questing and must buy it.

this skill is very usefull when used on your elite my favourite skill to use it on is probably obsidion flesh so you can be immune to spells indefinatly

If ur a warrior, couldnt u use this then copy the elite? so u got 3 of the move, the original, the elite, and the first one. That would help my necro build out a lot, such as strong moves that take long to cast

You can use arcane echo to copy spiteful spirit (very handy in the UW) It can copy any SPELL, but not any skill. There is a difference.

I use this with shield of judgement when I farm griffons...it makes me feel happy inside. It keeps SoJ up 40/45 seconds ^_^

No, Rahja was right.
Anything which can be put in your bar is indeed a skill, but there is a subset of skills called skills. Confusing, I know.
For example, Blackout and Rust are both skills, but Blackout is a skill and Rust is a spell.

This skill is a real energy killer. Firstly the energy cost + cost of target spell together is quite hard to take. And remember that most spell costs and recharge times are in proportion so the only spells you'd use it on are expensive spells that take a long time to recharge. Hence I never use this spell due to the massive costs of energy for it.

Early in the game it sometimes makes sense to take Glyph of Lesser Energy and Arcane Echo together, if you're an elementalist. Just echo your most useful spell (perhaps even Fireball), at a cost of 5 extra energy. (And of course you want to use the Glyph, if possible, on one of the few spells you brought that isn't covered by Fire Attunement.)
Later in the game, however, I almost never use it, even in my Double Glyph buids.

Arcane Echo is a good spell, mostly for Ele's, if they have good energy management. I like to use it on lightning orb with dual attunements, so i can keep spamming lightning orb for almost no energy. A fun skill to use, but energy cost is a pain.
