Is there at 20% stat on wands for healing (casting or recharge)?

Is there a wand that has a stat for healing 20% chance for faster recharge or casting? And if so is there a trader that gives it or do you have to luck out on a rare?

Most likely. Check those collector's listings and see if they have it.

I personally use a staff that gives 20/20 for healing....cuz I customized it with my staff head and wrapping.
