I'm not a big fan of Cyclone Axe because it is more of a PvE skill than PvP. There are way better skills that do more damage for PvP such as Executioner's Strike. Also, since you will be going after casters I don't know how effective Penetrating Blow will be because their AL will be low since they are neither Warriors or Rangers. I would suggest getting Frenzy in there because that is by far the best skill to gain adrenaline with since you can keep it running always. Warriors will not be targeted first so its not a problem. Once you are targeted you will have to take it off. I would also find a new stance, maybe Disciplined Stance. Consider getting Disrupting Chop and/or Distracting Blow in there because they are very useful.

You won't need Spirit of Failure with Marksmans Wager and Throw Dirt because it is just being redundant. Think about Hunters shot for some DOT and definitely get Favorable Winds or Read the Wind in there so your arrows don't miss. Maybe even get Epidemic in there for some widespread Dazing or Pin Down is an option although its not needed.
