alright, I'm sorry if this is a stupid question, but the way I understood it you were penalized for respec'ing... does this change after ascension or something

You have 24 refund points.

Everytime you get 250 exp you regain another refund point.

Basicly no penalty but you'll have to get some exp if you're changing a lot for some reason.

excellent, thank you muchly for the info.. always heard about people that changed their specs to match the quest type and I wasn't sure how that all work, so thanks again for shining some light on my quandary
