Knock down .. is a lot like its name would suggest, the target is knocked down flat on the ground. They can't attack, they can't defend, and if they were doing something, they get interrupted.
However.. it doesn't last terribly long.. only a second or so.
And yes, knocked down enemies can take damage.. in some cases, knocked down enemies will take more damage from certain skills than they would otherwise.

It's just the usual "stun" known from every other MMORPG coupled with a knockdown animation. IMHO the longest knockdown is 4 seconds on the warrior's backbreaker skill.

Though the knock down can help in a pinch, it requires a good amount of adrenaline, for the Warrior anyway. So don’t count on going into battle and just knocking down your opponent and then wailing on him, it takes time to be allowed to knock them down.

Knockdown lasts for two seconds unless otherwise specified. All they get to do is sit there and try to get up.

Knockdown isn't incredibly useful used by itself, but with multiple hits it is living hell. For example, if you are trying to run away using a skill like Sprint or Dodge and a Warrior uses a knockdown, well your basically already road kill since by the time you used it you were about to go splat and your enemy gets some nice free shots at your tummy. Do your best to avoid packs of ravenous Hammer-wielding Warriors. It's good advice.
