I've done this quest before on my other chars , but now when I do it on my newly created E/Mo they items are no where to be found in their previous locations. I've relogged into town , restarted the game , abandon and add the quest back , yet I could not find the 3 items at all . Have the devs moved them somewhere else?

Easiest would be to see if the feather is still in the pen with the moa birds. That's all you need to complete the quest. If it's still there, take it directly to Althea and she'll give you the xp for the quest.
If it's not there, then I'd assume the devs have removed it, but I haven't seen that in any of the update information.

Ok , I relogged on an hour later and the quest items were there. But now I have another problem , this one is with Bear pelt quest , none of the bears would drop the pelt for some reason.
Argh I am begining to think my game is bugged.

its not bugged ... and you NEED all 3 as the npc says no to the first two any combo that you give him.
As for the bear pelt I had to fight like 30 bears constantly re mapping the area to actually get one to drop.

Slightly newb question I know, but what's the third item and where's it found? I found the Beautiful Pearl and Beautiful Feather ...

The third item is found in a chest outside of the Ashford Abbey near the bandit camp.

on my first 3 chars i had to kill 4-5 bears for the pelt and usually got 2 with my last 2 i had to kill approx 20 bears to get the pelt. seems random

Slighty even more a newb question, where does this quest start? It would seem I've done everything but this quest, also, does anyone know where i can find the collector with the upgraded ringmail skirt(leggings)?
