Build Questions

I don't know if this belongs in the build section or here... but this one says questions so i'll post it here.

Anyway, I have a W/Mo Axe user... and am using 3 attributes... Strength, Healing Prayers, and Axe Mastery, but I am wondering, which works better... Strength or Tactics? Which attribute is more effective in PvE?

And second question... I saw a E/Mo Build using 8 En Storage, 11 Healing Prayers, and 11+3 Smiting Prayers... and was wondering how you would obtain the +3 on the smiting prayers, as monk being the secondary profession you would be unable to use runes...
