Fork out some moderate cash and buy a server. If you're not good with web design go phpnuke. Easy enough format with managable forums. Mambo is another CMS that dumbifies web design.

Personally, I like to use forums. Go with www.proboards.com.
Ive been using them forever. Its an extremely simple process. We've gotten 400+ posts in less than a week. Hurray guild! Check one out (sorry for the self advertizement, but its not like he can actually join from our site)

If you do decide to use a content management system then go with http://e107.org instead. It beats phpnuke into the ground on many levels.
Easy to install and manage, and seems to be more secure.
You'll need an FTP client to install it, like http://filezilla.sourceforge.net/, and sufficient account/mysql information from your host.
I'd like to mention, that if you are only looking for a forum, Message me. I ahve a site built and am looking for guilds to use it. All guilds onsite are provided their own Private area's as well as a General thread area for all members.
WE also Include a Leadership private area, Open to the Leadership of all guilds. A place where you can converse, and share idea's on recruiting, playing and what ever you have. I do not represent any guild on the site, I'm just trying to offer what I can. Message me for more information.
