imo, salvage the staff for the upgrades, the enchantments is perfect and the health is decent.
The bow has no real incredible mods, +% dmg is against hexed foes so it drops value, maybe 10k to a R/Me

You can get anywhere from 60k to 80k for that if you find the right buyer. The 11 requirement prevents price from getting higher.
