Ranger's ability to "dance"

I have heard that it is possible to dodge ranged attacks in this game and I was wondering if a ranger can move around while shooting arrows on auto attack and also if it is possible to use the "0 cast time" shots while moving.

They don't always hit. You have people running around chaoticly in PvP, not to mention those that are actually dodging them on purpose.

decreased flight time = increased attack rate

I don't think that's correct. Decreased flight time gives your arrows a bigger chance to hit (spend less time getting to the target, it's very hard to miss with Favorable Winds or Read the Wind on) and it also does its effect quicker. Hence, if you use say, Savage Shot, your arrow will hit way faster, reducing the chance that your opponent has finished casting the spell before your Savage Shot hits.

Refire rate, however, to my knowledge is not affected by a decrease in flight time.

As a heads up to the OP this is called kiting (kite-ing). Not dancing. Lots of casters in other games do it. Drop DoTs and then run in circles casting insta cast spells.
