How to get 20% weapon increase speed in PVE ????? HELP!

I just have made my pve necro character to use death magic. It was blood magic, I completed all misions in this but people in pvp don't want to play with me. So I made nice death necro with putrid and stuff. I got Staff from collector Luven Underwood and went play game. But when I get chance to be in korea one of best party that own HoH easly they reject play with me...cause all korean necro player have 40% increase speed in staff. They use rods and foci and get 20% + 20% = 40%. So they necro have better chance to be first putrid. So i decided to do my pve character able to use it. I went to 2 collectors Sir Pohl Sanbert and Arliss Vaughn, first have same weapon as in pvp char so its ok, but second have 20% increase recharge speed So i decided to go Lion Arch and buy 20% casting speed one handed, when someone told me that this don't exist in pve. I asked other players and they too didn't see this option. If it true can someone explain me what it suppose to mean ? Why pvp players are able to be better than my pve character ? I spent many hours in unlocking skills, go to collectors etc. !!! So it is me who should have better weapon. What is policy of arena net, i thought pve players should not have any problems with getting good weapons. I want to play pve necro to get skill points and unlock more skills, besides in pve character i can wear better looking armor 15k. But what is this all for i am worse build than any pvp Now i cannot eve get good party , they suggest me to make pvp, but i got all my 6+ rank by playing pvp air ele, and again here is big SUX, cause i cant do nothing with my pvp air ele points ! I feel bad with this. I will never be able to unlock anything cause i can't use my points ? I play a lot with air ele but I can't do nothing with my air ele even can't go to temple of ages. And now there is no sense to get armor to my necro cause it sux and never will be better than pvp necro ?

There are one handed staffs that have 20% casting speed & 20% recharge time.
You can find these collectors in the desert or around Droknar's forge. The items the collectors give have those hidden stats (20% of either or, or 20% on both). I'm not sure if it's possible to stack them though to get 40%?

The items that PvP characters are given are the equivalent of the collector items, so they are not better or worse than a PvE character.

Minotaur Horn - Luven Underwood - outside Elona Reach
Bone staff / death magic
(this might have the 20% recharge & 20% skill casting)

iridescent griffin wings / Arliss Vaughn / skyward reach
Truncheon (cold dmg:11-22, req. 9 death magic)
(this should have 20% of one of the things)

dune borrow jaws / Sir Pohl Sanbert / arid sea
Grim cesta (energy+12, req. 9 death magic)
(this will be 20% of the other thing)

I know it. I used this link to go there before. Problem is that:

it have recharge time, no casting speed ! And this topic is about it, i was speaking with friends and...they got too recharge time increase not casting speed. Here is the problem that it look like one handed weapon with increase speed don't exist in pve game. It doesn't matter if for necro or ele. My friend ele told me he didn't see speed casting too.

So if anyone can not agree with, and he have one handed weapon increase speed 20% in PVE character, please reply here !
